The P.C.D.A. was established through a number of public meetings held towards the end of 1997 and facilitated by OAK Partnership, Laois LEADER 11 and Offaly LEADER 11 Companies. Local people acknowledged the need for change but felt that it was important to have their own plans incorporated in all future development processes.
